How do you do it? What program can I get that will allow me to create them? I have ideas for some, but don't have the resources to make any of them.

Notepad is all you need. At the moment there are no programs for creating 3dos. There is a plugin for lightwave that lets you export 3dos, but your better off doing it the old way. Have you read Frank Kruger's 3do tutorial?

Well finallllllly I think I can make decent 3DO's. Takes a combination of Blender3D, Wavefront OBJ export script, MS Excel, BBEdit, Frank Kruger's tutorial and Dark Forge but it works
If you can handle Blender, it's free and works well. Just remember Blender Y is Dark Forces Z, so objects need a -90deg rotation on the x-axis. Also it's a good idea to convert all the faces to triangles. I've just been using Excel and BBEdit to help speed up Frank Kruger's steps. Excel can change the column of v's and f's and vt's into 0: 1: 2: sequences no problem, and makes reversing triangles so they have the correct draw normals a cinch. Also instead of adding that 0: 0.0000 0.0000 0.00000 line in the vertices section you can subtract 1 from all the triangle and texture triangle points. BBEdit turns the f 27//27 5//5 lines into simple f 27 5 lines, same with textured .objs changing say 32//4//32 into just 4.
I've got a zip of the files I used here in case they help: http://x-plane.org/home/xpglegg/3DOstuff.zip
