Is there any sort of program offhand that is capable of playing voc sounds? Looking to pull a few out and convert them to a different format.

You can always download VOC2WAV from this site.
It won't play .VOC files, but it will let you convert them to a more usable format. I could have sworn this program was available at DF-21, but I can't find it. Maybe it should be uploaded.

If you want something more modern...
Audacity for playing/converting, Winamp 5 for playing.

It's an editing tool, so it's more accurate to say it can open them. Then you can save as WAV, OGG, FLAC, MP3, etc.
