So I just heard of a game that uses the JEDI engine AND is a Western. It sounds too good to be true.
Is it worth hunting down and fiddling with XP to get it to work?

Yes. It's a great game and I can run it on my Windows 7 64-bit machine. Definately worth playing!

As far as I know, it works normally on all Windows XP machines. Mine's always had problems with the music tracks (it switches tracks before the song is over), but otherwise has worked fine without even setting a compatibility mode.
But yes, if you're a western fan, it's definitely worth it. Good storyline, improved Dark Forces engine, and lots of fun. If you can find it.
Speaking of Outlaws, does anyone know if there's any kind of modding tools for it? I haven't tried tampering with it yet, but I'm sure not that much has changed since DF.

As far as I remember, Alex Novikov developped an editor for it but I can't remember its name nor where to find it. Maybe some archived website featuring the Code Alliance work...

As I recall the editor for Outlaws is named Lawmaker. It appears to be available here:

I haven't tried it so I don't know if it works.
