Confused about 3DO texturing

Hi, I'm creating a 3DO elevator according to Frank Krueger's tutorial and inspiration from existing DF objects.

I don't understand how to specify coordinates of texture vertices. Frank says the width or height of an image equals 0.97.

First of all, why not 1 ?
Second, in an existing DF original 3DO, it's not 0.97. It is 0.996. but sometimes it is also 1.002. Where do these values come from ?

Could be rounding error.
