How does one start a poll here? I want to start a poll on the greatest games of all time with a way for people to answer whatever they want and have them counted and a list of the ones with the highest amount of votes.

For us normal forum-goers (that is, those of us who are not moderators or admin), we may only make polls in the "showcase" forum. It's one of the options you get when creating the thread.

Then how does someone move a topic? Because my video game census needs a poll.

Actually, by now, I'd prefer if it was simply locked... It may already be, but I read the forums from the bottom to the top.
