I get the error when I try to open up level 2 of The Dark Tide III- what does it mean?

Sounds like an internal WDFUSE error... does the level run in Dark Forces? If so, try opening and saving the level in CDark (under a different filename) or something.
If the error you get isn't a fatal error, and the level still opens, perhaps you just lost a vertex or two of geometry or an INF entry or something.

I get that message all the time when using WDFUSE... It causes me no problems, aside from the fact that it seems to balk at refreshing the geometry display. Usually, a reboot of the system causes the error message to go away for a while.

I'm pretty sure it's an internal error generated by the VCL runtime library. Basically, it means the programmer has taken a few shortcuts and been a little bit lazy in assuming one data structure or another is in some particular way, when it in fact is in another way. Fortunately, the VCL is rather forgiving when it comes to these errors, so as long as it is just a user interface problem, everything else will keep working.

It happened a few times during my archangel creations. Problem was solved by throwing away the project and going further with opening a backup GOB. It's possible there is an easier way to solve the problem but I forgot...

Well that's good that you backup a lot 'cause I'm sure most if not all of the DF community want to see the rest of the Dark Tide series.
I didn't get a "List index out of bounds error", but occasionaly WDFUSE wouldn't like a newly added sector of mine and decided to crash on me while I was saving. WDFUSE was ok, but my work was gone so went back to old backup LEV file in the project's backup folder. The architecture was saved (except my recent work) but it lost my INF for the entire level
Worked out ok 'cause I opened a saved GOB of the project and extracted the INF file so all is (mostly) fine with my level now
