Even after following the extensive article on sound difficulties with DF in Windows XP, I still get no music and the sound effects are choppy. Anymore anyone can tell me?
Secondly, it's been a long time since I played a player-created level or a patch (like a weapon patch). I remember just running the .bat and the game coming up with the new level or patch effect. Now I'm doing that and the DOS window appears for a split second and closes...nothing else happens. Does the batch file need to be in the main DARK directory?
Edit: Only seems to be with Yavin, actually, of the levels I've tried so far.

Most batch files expect to be run in the DARK directory with all their files there as well. You can open up and edit batch files if you understand how they work to customize them to suit your needs, if you wish.
As for your sound problem, I recommend using VDMSound and the VDMSound Launchpad to run Dark Forces (google for them). Run the imuse.exe with VDMSound to set it up and then run dark.exe with VDMSound, and wala. With VDMSound's default settings you may experience sound effects playing too fast... to fix this go into VDMSound Launchpad's properties for the VDMS shortcut that was created for dark.exe, and change the devices for Soundblaster and Adlib from DirectSound to Wave Out (or the other way around, I forget which), which should resolve that problem.
