I found this quite an enjoyable level. It had some neat ideas, but an extremely strange layout, and it never felt like a prison. But generally, it was quite good.

Incredible! One of the worst performances of my career and they never doubted it for a second. -Ferris Bueller

Some notes I took while playing:
Gmd is one of the ones not used in the original 14 levels.
Terrible wait screen. Very bright looking. Dull exterior architecture. Wrong use of sky texture. Prison has detention center mission feel. Which is good, as it lends a sense of authenticity to the prison. Unfortunately this quickly disappears.
Nice security door type system. Level starts to get repetitive after a while. Player feels lost. All the textures are the same, similar looking corridors etc. Bland architecture. Interior could do with pillars, beams, different levels of lighting etc.
Dodgy texturing in certain areas. Though generally the architecture is neat, however very plain.
A lot of this mission is corridor after corridor, lift after lift. Lots of seemingly pointless areas. And a disctinct lack of prisoners and cells. This place just doesn't feel like a prison.
Seemingly random enemy placement in certain places.
A lot of this mission consists of running back and forth pushing switches.
The nava card is located is a stupid area.
Nice touch - when you return to the drop zone it has become nighttime. I've seen this in a few other levels, but it's a nice touch nonetheless. There is also the occasional flash of lightning to add atmosphere.
This level isn't great. There's not one indication that this is actually a prison.
The gameplay is pretty boring. No atmosphere. Feels like a cardboard cut-out. There is no sense of drama to the level whatsoever.

Now, this is a quite mediocre level. But Arcadia will always stand out for me for one reason: it was the first add-on mission I ever played! Now, when I first started playing Dark Forces, I was mysterfied. I first had only the 3-level demo, and how I played Secret Base, Taley-Tak, and the Sewers over and over. I was overjoyed when I got the CD with all the missions, but then so sad when there were no more. Then one day, I discovered Jedi Visions(long since gone) on the web, and discovered that there were add-on missions for Dark Forces! I think I downloaded Arcadia first because of the alphabetical order. It was incredible for me to see something different!

I think the first df mission I ever played was some hoth type level with atats etc. I was amazed. Lookin back it was a pretty average level, but at the time it was amazing.
I can imagine being amazed by even this level, even though there are no addons, and the level just seem like a bad version of detention center.

Well, the author of Arcadia can at least be proud that his VOC of a thunder, used in the level, was taken by Jeff Walters for Mt.Kurek.
So at least one of his components is in the Hall of Fame, and that's better than nothing, I guess.

No no no, I was just tired...too many late nights! Of course Arcadia is a decent level. Far better than any I could come up with.
Please excuse my rudeness.

haha I can't believe people are still playing this.
I remember when I made this back when I was 13, It was originally a tech/learning demo, just fooling around trying out new things and learning the game engine, then I just compiled everything into 1 big map and decided to released it as is.
Quite interesting about the comment of Jeff using the thunder voc in his Kurek level. I knew Jeff for awhile back in 1997 during our Dark Forces 2 experimenting days, I didnt realized he used it as well.
this sure brings back some old memories....
