A friend of mine is trying to register for the forums but he says he's still waiting for an administrator to enable his account. Maybe the e-mail for that never got sent out? Or maybe someone just has to check their inbox?

Registrations are usually approved within 24 hours, so it must have been missed, unless the email didn't get sent.
How not to look like a spambot - write a couple of sentences in the "about yourself" fields (even if it's made up, so long as you write intelligible English we can tell you're not just generating garbage to put in the fields  )
