I've made a few scenery waxes and fmes, and I'm currently working on a couple for my series. I'm okay, but not great.
Here are my suggestions:
1. Don't start with a big project (i.e. replacing DTs etc.). I would start with making simple scenery items first to get a feel for the palettes and the way things work. It took me two weeks working about 3 hours a day on a replacement for an imperial officer. It turned out okay, but it could have been better.
2. Fiddle around with some of the stuff that is already present and use them as guide lines. Make the Emperor Statue wax some weird avante garde work and see how it looks . You get a much better idea of how whatever paint program you use (I use Photoshop 7)
3. Take your time. Never rush a project, it will look like utter crap in the end.
4. Make sure all the frames look and work right. It drastically affects the look of the wax in the game.
5. Make sure the frame rate is correct when you build the wax (That's why the Kell Dragon freezes sometimes in Dark Tide I ).
6. Be creative and come up with something interesting and new. In other words, have fun .

Nuh-uh! The Kell Dragon is simply a buggy logic, that's why its use in the original game is tightly controlled. For instance, it doesn't respond well to blaster fire, and if you remember, Kyle is without his blaster when he fights it.

That's interesting, because I changed the frame-rate on the Kell Dragon and it worked just fine after that...
But if you say that's the problem, you've been editing a hell of a lot longer than I have so I guess I can't argue that.
But lets try an experiment: Put an unaltered kell dragon in and then give it a go. But I know for a fact that the frame rate may have something to do with it, because when I built my first wax, I noticed that when it performed a certain action, it wouldn't work anymore and freeze up. When I looked at its frame rate, it was different from the original. After I changed it, the WAX worked just fine. Give it a try. If it doesn't work, may I be struck by lightning and never edit again (well...maybe not the editing part )

You do have to shoot Kells later in JABSHIP, especially if you don't know how to grenade jump.
